Help- Need low cost vet care!?

My dog is having some health problems and may need surgery. My vet gave me an estimate of 1099-1400 dollars for the surgery, but money is very tight right now. I am stressed because my dog is like my child and I want to do anything I can to save him. Any recommendations for low cost but QUALITY vet care? I live in the North West valley.
